Andrew Montgomery, Deputy Director, Estates, Facilities & Capital Development, said: “Recognising that the government’s policy to introduce free car parking for NHS staff during the pandemic would likely end in 2022, earlier this year, the Trust initiated a Travel and Access Working Group to review and consult on how our colleagues travel to work, the facilities available to them (such as changing rooms), the management of car parking and any associated permit and parking charging system. This remains very much a work in progress, but the group has agreed with the executive team that before any reintroduction of a parking management and charging system all staff will be given a minimum of 3 months’ notice. The current timelines for the working group indicate that at the earliest, no parking charges will be introduced until at least September. We will of course keep you informed of progress.”

Staff and Volunteer Parking
Staff parking charges are currently suspended across the NHS in England; this means that salary deductions and payments for staff parking stopped on 1st April 2020. Even though charges are still suspended, in order to control and manage parking at our hospitals, parking applications are being gradually restarted.
The Northern Care Alliance is starting to launch a new online parking application system, PermitSmarti. For the current situation at each of our Care Organisations, please see details below.
Contractor Parking
At all care organisations across the Group, contractors are currently required to pay for parking on our hospital sites in one of two ways*:
- As a Visitor at the relevant Patient & Visitor Parking Charge Tariff at the hospital concerned.
- Using the PaySmarti instructions or follow parking information supplied as part of your contract documentation or site induction process by the Supervising Officer.
* A further option, for parking on a frequent basis, will be an application for a pre-paid permit or and e-voucher account when PermitSmarti is launched at the relevant care organisation.
Bury Care Organisation
- Parking Applications for staff and volunteers, including charges, are currently suspended.
- With an existing permit or vouchers, please continue to display these in your vehicle (there is no need to complete a voucher for each day)
- Without a permit or vouchers, or have never had a parking application; clearly write the ward/ department you are working in on a note displayed in your windscreen.
- If you frequently (at least once a week) park at Rochdale Infirmary, please see instructions under Rochdale Care Organisation.
Fairfield General Hospital, Bury – travel planning

PermitSmarti was launched at Rochdale Care Organisation in July 2021, with a new ANPR camera management system for parking areas also being introduced from November 2021 onwards.
- Rochdale Care Organisation, Community staff and volunteers who need to park their vehicle on the Rochdale Infirmary site need to make a parking application and have a virtual permit or voucher issued to allow parking in specific areas. If you already created an account or made a permit application with PermitSmarti, check your account for an update and to ensure you have completed all aspects.
- Staff working within the NCA and other Care Organisations in the group who need to park at Rochdale Infirmary frequently (at least once a week) now need to make a parking application and have a virtual permit or voucher issued to allow parking in specific areas.
- Staff working for other Organisations or contractors who regularly need to park at the Rochdale Infirmary site now need to make a parking application and have a virtual permit or voucher issued to allow parking in specific areas.
Rochdale Infirmary – travel planning
Salford Care Organisation
- Parking Applications for staff and volunteers, including charges, are currently suspended.
- With an existing permit or vouchers, please continue to display these in your vehicle (there is no need to complete a voucher for each day)
- Without a permit or vouchers, or have never had a parking application; clearly write the ward/ department you are working in on a note displayed in your windscreen.
- Salford parking areas are barrier controlled in the majority of locations and you need an existing Salford parking permit and fob to access these currently.
- For staff needing to attend Salford Royal Hospital without a fob or permit:
- The Store Room and Summerfield House staff parking areas, located on Eccles New Road (a short walk from the hospital), have raised barriers to allow staff without fobs to access.
- Additional parking for staff is also available on a signed section of the Ladywell Metrolink Park & Ride area (Altram) for staff overspill parking.
